Washington State's Resident Portal Challenge Awarded Top NASCIO Honors

Carrot is proud to announce that the innovation-driven procurement initiative we supported for Washington Technology Solutions (WaTech) has been honored with two top awards from NASCIO in its 2025 State IT Recognition Awards.

Through our work providing program design, program branding, program development, program management and powered by the Carrot Platform, the Washington Resident Portal Procurement Challenge redefined procurement as a platform for innovation — turning a traditional buying process into an open competition for bold, human-centered ideas. The awards recognize exceptional government technology initiatives that increase efficiency, improve service delivery, and strengthen public trust.

The recognition includes:

• An award in “Enterprise Technology Management – Disrupting the Norm: How Washington Turned Procurement into a Platform for Innovation”
• A “State CIO Office Special Recognition” award for the broader Innovation and Modernization Program that the challenge feeds into.

This milestone validates a bold new model of public-sector technology transformation: one rooted in transparency, equity, and community-driven design. Carrot is honored to have helped make that model a reality.
